对一个企业来说，只要规模达到一定程度，就可以对外募集资金了。

而ICO的全称是Initial Coin Offering，叫做首次货币发行，意思就是让更小的公司在成立之初就能通过发行自己的虚拟货币来公开募集资金 ，是数字货币领域里面的一个新概念。
