在金融三协会发布公告重申虚拟货币有关业务涉嫌犯罪、内蒙古设立虚拟货币挖矿企业举报平台3天后，国务院金融委提出打击比特币挖矿和交易行为。
Three days after the three financial societies issued an announcement reiterating the suspicion of criminal activities related to virtual currency operations and the establishment of a virtual money mining business reporting platform in Inner Mongolia, the Finance Committee of the State Council proposed to combat the mining and trading of Bitcoin.
5月21日，国务院金融稳定发展委员会（以下简称金融委）召开第五十一次会议，会议要求要坚决防控金融风险，打击比特币挖矿和交易行为，坚决防范个体风险向社会领域传递。

招联金融首席研究员、复旦大学金融研究院兼职研究员董希淼认为，金融委强调“打击比特币挖矿和交易行为”，将整治虚拟货币市场的行为上升到国务院高度，表明下一步还将出台措施加大打击整治比特币等虚拟货币非法交易等行为。

北京大学光华管理学院副教授王志诚表示比特币挖矿占用目前有限的芯片相关资源，并且存在高能耗问题，大量电力用去挖矿与碳中和的目标背道而驰。

王志诚认为，比特币如果没有这些类似“玩游戏开挂”的集中挖矿，而是利用互联网的闲置资源，发展慢一些，能够足够分散到大量IT人员手中，也许会是一个更有价值的算法游戏，在娱乐中逐步把技术和机制实用化，为人类社会平等化有所贡献。
Wang Zhicheng believes that Bitcoin's use of the idle resources of the Internet, rather than these centralized mining activities, such as playing games, is slow enough to spread to a large number of IT personnel, and that it may be a more valuable algorithmic game to gradually operationalize technology and mechanisms in entertainment and contribute to the equalization of human society.
“打击集中挖矿是有必要的，限制一些交易也有好处。”王志诚表示。

一位矿池从业人员对澎湃新闻记者表示，他认为挖矿本身不属于金融行业，其会再咨询央行、发改委等相关专业人士，争取第一时间拿到消息。

据澎湃新闻记者获悉，多位四川矿场主表示其矿场已停电好几日。一位矿场主透露：“说暂停，啥时候开也不知道，我们也一头雾水”。

据华夏时报5月20日报道，5月14日，国网四川阿坝州电力有限公司发布了限电停电告知书。根据告知书，5月以来四川电网用电负荷持续高速增长，加之来水偏少，电煤供应短缺，供电形式十分严峻。经省级相关部门研究，计划5月16日起对水电消纳示范区中所有大数据用户执行临时性全天限电，恢复时间视供需情况另行通知。

他表示，因为人民币不能直接与比特币兑换，使用先兑换为USDT（美元稳定币），USDT是由美元标的的，实际上就在换汇。爆仓就是很多人用杠杆资金买卖比特币，如果没有限制，有金融机构借贷的资金就会大量参与，赔光了就会出现问题。
He said that since the renminbi could not be exchanged directly with bitcoin, using the first exchange to USDT (the dollar’s steady currency), the USDT was dollar-denominated and was in fact exchange for money.
