记者从广东省惠州市公安局获悉，近日，惠州市公安机关成功打掉一个跨境网络赌博和利用USDT(泰达币)跑分平台非法经营的违法犯罪团伙。目前共抓获犯罪嫌疑人77人，打掉网络赌博网站3个，查明涉案资金上亿元，查扣冻结涉赌资金200多万元。
Journalists have been informed by the Public Security Bureau of Huezhou City, Guangdong Province, that in recent days the public security organs of Huezhou City have succeeded in breaking down an illegal criminal gang that runs online gambling and uses the USDT (Tedaco) branch platform illegally. A total of 77 suspects have been arrested, three online gambling websites have been destroyed, hundreds of millions of yuan have been identified, and more than 2 million yuan have been seized and frozen.
该犯罪团伙通过购买境外服务器，建立赌博网站，还利用USDT(泰达币)跑分平台，为境外网络赌博网站提供非法支付结算服务。惠州市公安机关相关负责人介绍，该案件为全国侦破的首例利用USDT经营第四方支付平台案件。
The criminal group also uses the USDT (Tedaco) branch platform to provide an illegal payment settlement service for online gambling sites abroad. 工作室分散多地，赌博项目花样繁多

2020年4月初，惠州市公安机关发现，有人在境内外社交群中大肆推广名为“U付”的USDT(泰达币)跑分平台APP涉赌活动线索。涉及平台主要为“恒大贵宾会”“俄罗斯娱乐城”“意大利贵宾会”等3个赌博网站。
At the beginning of April 2020, the public security organs of Huezhou City discovered that the USDT (Tedaco) branching platform APP, known as “U-paying” had been widely promoted in social groups both inside and outside the country.
惠州市惠阳区副区长、公安分局局长林筱山介绍，该团伙成员分工明确。以巫某平为首的跨境赌博团伙共分为3个网络赌博工作室以及2个经营跑分平台工作室。
The group’s members are clearly divided. The cross-border gambling group, headed by Su-Xiaoping, is divided into three network gambling workshops and two running branch platform workshops.
其中网络赌博工作室共24人，主要负责推广赌博网站、招揽赌客等；跑分平台工作室共9人，主要为境外网络赌博网站提供非法支付结算服务，对接网络黑灰产。这些工作室分布在国内惠州惠城区、博罗县和深圳等地，通过线上组织联系。

负责侦破此案的惠州市公安局惠阳区分局治安大队指导员方宋毫介绍，当赌客登录境外赌博网站并充值赌资时，境外赌博网站会将充值信息推送至跑分平台，跑分平台会采取类似于网约车平台的抢单机制，在平台上发布资金流转订单，跑分平台的注册会员可以抢单。当会员成功抢单后，即可参与资金流转。
The manager of the police division of the Huezhou City Public Security Bureau in charge of investigating the case, Fang Song Min, explained that, when a gambler logs on an offshore gambling website and collects the money, he/she sends the full value of the information to a running counter, which uses a single-point mechanism similar to that used by the CyberBureau platform, issues a cash flow order on the platform, and the registered members of the running branch can steal it.
利用数字货币泰达币进行跑分
此次案件中出现的跑分平台，是近年来逐渐在线上赌博中占据位置的结算平台。参与跑分的工作人员不需要提供银行卡或任何账户，只需要提供一个收款码或银行卡号，就可以注册成为跑分平台的会员。

吸引赌客，是在线赌博平台发展过程中重要的一环。方宋毫介绍，网络赌博平台往往倾向于招揽有过往赌博史的赌客。在案中，犯罪团伙为推广在线赌博网站，在网页贴片广告中声称可“网络出黑，帮忙提现”。

方宋毫告诉记者，目前，网络上的一些赌博平台带有诈骗性质。即一旦赌客赢得较多的钱，平台就立刻关闭其账号，使其无法提现。“所谓的‘黑’，就是指被赌博平台黑掉的这些赌资。他们号称能替赌客将这些赌资提现出来，事实上很少有人能成功提现。”

据介绍，这些非法赌博平台的创始人巫某平本身就是一名老赌客，2018年左右，他开始搭建自己的赌博平台。

“十赌十骗。”方宋毫说。2020年6月8日，专案组侦查得知，巫某平团伙即将搬往境外，当日，在广东省公安厅组织指挥下，全市公安机关出动警力200余人，分5个抓捕组，在惠州惠城区、博罗县和深圳等地同时开展收网行动。
