王天宇
1966年出生，中共党员，高级会计师，新加坡国立大学EMBA工商管理硕士，现任郑州银行党委书记、董事长。带领郑州银行科学制定五年战略规划，引入ISO9001国际质量管理体系，首创“五五分类”考核体系，开辟中小企业融资绿色通道，建设特色鲜明的企业文化。
Born in 1966, Member of the Communist Party, Senior Accountant, Master of Business Administration, EMBA, National University of Singapore, and currently Secretary and Chairman of the Chengzhou Banking Party. 2017年1月，当时还是河南省人大代表的王天宇建议，郑州应打造成为金融高地。

时隔一年，被选为全国人大代表的王天宇说：“郑州金融高地的打造取得了很大成绩。”他预计，3~5年时间，郑州将完成金融高地的打造。

河南商报：时隔一年，郑州金融高地的打造是否符合您的预期?
Henan Business Report: After a year, does the construction of the financial highlands of Chengzhou meet your expectations?
王天宇：一年过去了，取得了很大成绩。
Wang Tianwoo: A year has passed and much has been achieved.
金融是国民经济的命脉，如果金融支持不够，企业就很难发展。但河南小微企业较多，对商业银行依赖度高，直接融资比例过低。发债落后、IPO又不行、私募股权投资也不发达，那么河南企业杠杆和负债率就会比较高，企业和银行都会面临高风险。
But Henan’s micro-enterprises are more numerous, are more dependent on commercial banks, and the share of direct financing is too low. If debt falls short, IPOs fail, and private equity investments are underdeveloped, Henan’s corporate leverage and indebtedness rates will be higher, with enterprises and banks at high risk.
所以，我们呼吁在郑州打造金融高地。也就是说，不能仅依赖银行，要有广泛的、完善的金融体系，要“引金入豫”，壮大金融豫军。
So we call for the creation of a financial highlands in Chengzhou. That means that banks cannot be relied on alone, with a broad and well-developed financial system & & & & & & & & & & & & & & & &.
这两年，省委、省政府特别重视金融高地的打造，2015年后有大量金融机构落户郑州。而且，郑州在龙子湖高校园区设立金融智慧岛，目的就是要聚集大量的投资公司、基金公司、VC、PE等金融机构和服务机构，完善多层次金融体系。
During the past two years, the provincial councils and the provincial governments have paid special attention to the creation of financial highlands, with a large number of financial institutions in Chengzhou after 2015. Moreover, Zhengzhou has set up a financial intelligence island in the Lungi Lake high campus to bring together a large number of financial institutions and services, such as investment companies, foundations, VCs, and PEs, to improve the financial system at multiple levels.
河南商报：对郑州打造金融高地还有哪些建议?

王天宇：我们和沿海地区有差距，但一直在缩小。这次我提了一条关于“加大对中西部中小银行发展支持力度”的建议，希望解决金融区域发展不平衡的问题。
Wang Tianwoo: There is a gap between us and the coastal region, but it has been narrowing. This time I made a proposal on & ldquao; on increasing support for the development of small and medium-sized banks in the Midwest & & rdquao; and on proposals to address the imbalance in the development of the financial region.
过去的一段时间，我们在逐步改善金融发展环境，包括加大了人才引进和人才支持力度。但让我们赶上上海、广东等沿海发达地区，需要一个过程。
Over the past few years, we have been gradually improving the financial development environment, including by increasing talent acquisition and support. But it will take a process for us to catch up with developed coastal areas like Shanghai and Guangdong.
我们应该抓住中国(河南)自由贸易试验区、郑州航空港区的机遇，申请在郑州建设自由贸易港、设立“一带一路”离岸金融中心。争取实现亚投行、丝路基金能在郑设立分部，丝路发展银行在郑州设立总部，进一步引进外资银行入郑。
We should seize the opportunity of China’s free-trade pilot zone and the Chengzhou air terminal to build a free-trade port in Zhengzhou, and to establish & & & & & & & & & & & & offshore financial centres along the way. Towards the establishment of a branch of the ADB, the Silk Road Fund, and the opening of a headquarters of the Silk Road Development Bank in Chengzhou, and the further introduction of foreign banks.
河南商报：您认为郑州何时能完成对金融高地的打造?
Henan Business: When do you think Chengzhou will complete the construction of the financial highlands?
王天宇：就目前的情况看，预计未来3~5年，郑州将完成金融高地的打造。
Wang Tianwoo: For the time being, it is expected that Zhengzhou will complete the construction of the financial highlands over the next three to five years.
这几年，郑州在加速打造金融高地。预计三年后郑州金融业态会进一步丰富，五年基本可以完成金融高地的打造。届时，随着河南众多政策红利的释放、金融豫军的壮大、金融环境的改善，大量金融机构将会落户河南。
It is expected that after three years, the financial situation in Chengzhou will be further enriched, and that the financial highlands will be almost completed in five years. By that time, with the release of many of Henan’s policy dividends, the growth of financial readiness, and the improvement of the financial environment, a large number of financial institutions will be located in Henan.
河南商报：在郑州银行的发展过程中，国际化愈加凸显，未来有何规划?
Henan Business: What are the plans for the future as internationalization becomes more prominent in the development of the Bank of Zhengzhou?
王天宇：郑州银行是一家在香港上市的公司，势必要奔着国际化、综合化、品牌化发展，不局限于河南，也不局限于国内。
Wang Tianyu: As a company listed in Hong Kong, it is necessary to move towards internationalization, integration and branding, not only in Henan, but also within the country.
我们在香港设有办事处，不排除未来在香港设立分公司。在郑州打造金融高地的过程中，郑州银行也致力于成为一家综合化、集团化公司，更好地服务河南。
We have an office in Hong Kong that does not preclude the establishment of a branch in Hong Kong in the future.

此外，他还提了郑州设立离岸金融中心、加大对中西部中小银行发展支持力度、开放政府部门数据实现共享，以及个税起征点调整的具体建议等。

3月7日，结束上午的代表团全体会议后，王天宇找到其他代表，介绍他的有关证券法上市标准修改的建议，并希望对方联名。
On 7 March, following the closing morning plenary meeting of the delegation, Wang Tianwoo found other delegates to present his proposals for changes to the standards for listing in the securities law and hoped that the other party would be co-named.
“目前上市尤为注重企业盈利和成长性，但很多小微高科技企业、独角兽企业成立时间短，盈利数据不好，但成长性非常好，故事都在后面。”王天宇说。

国内上市不成，这些公司往往会寻求海外上市。他认为，如果这些企业能在国内上市，无疑将助推国家科技创新、经济结构调整。

因此，王天宇建议，应修改证券法上市标准，对财务指标要有一定的容忍度，不刻板强调当下的收入和盈利，给具有变革、创新特质的企业开辟上市绿色通道。
Wang Tianwoo therefore suggested that the criteria for listing in securities laws should be revised to provide a degree of tolerance for financial indicators, without rigid emphasis on current earnings and profits, and to open up green access to markets for businesses with a transformative and innovative character.
