上海：最高200万元补贴，开发建设元宇宙、NFT文创项目

6月18日，上海松江区人民政府发布《松江区文化产业发展专项资金管理办法》（征求意见稿）和《松江区旅游产业发展专项资金管理办法》（征求意见稿），向社会公众征求意见。

On 18 June, the People's Government of the Songjiang Region of Shanghai issued the " Management Scheme for the Development of Special Funds for Cultural Industries in the Songjiang Region " (for comments) and the " Management Scheme for the Development of Special Funds for Tourism Industry in the Songjiang Region " (for comments) for consultation with the public.

• 首先在文化产业方面，对推动与数字经济和互联网紧密结合的文化新业态发展，开发建设元宇宙、NFT数字艺术品、沉浸式演艺、数字音乐等数字文创新领域的创新型、服务型、流量型文创项目，按其总投资额的30%给予补贴，补贴额最高不超过100万元。

• 其次在旅游产业方面，对开发建设智慧文旅场馆、打造文旅数字服务平台、构建元宇宙应用场景等数字文旅项目，视其运用推广情况，按总投资额的30%给予补贴，补贴额最高不超过200万元。

众所周知，上海是最先起跑元宇宙的城市，先后出台了《上海市培育元宇宙“新赛道”行动方案（2022-2025年）》、《上海市“元宇宙”关键技术攻关行动方案（2023-2025年）》等一系列政策，为当地发展指明了方向。

同时，上海市文化和旅游局发布的《上海市打造文旅元宇宙新赛道行动方案(2023—2025年)》，也明确提出力争到2025年，上海“文旅元宇宙”品牌初步打响，产业规模突破500亿元。

据松江区委常委、副区长周诚介绍，当下松江区瞄准集成电路、生物医药、人工智能、新材料、新能源、智慧安防等为代表的“6+X”战略性新兴产业，正在加快构建4个千亿级、若干百亿级产业集群，吸引复宏汉霖、昊海生科、奥星制药等生物医药项目陆续建成投产，推动豪威半导体、正泰智电港等高端制造企业落户松江。
